The Supreme Court has characterized professional misconduct proceedings as quasi-criminal in nature because they carry serious consequences (suspension, disbarment) similar to penal proceedings, but follow procedures that are not identical to criminal trials. They are 'sui generis' — a unique category of proceedings.
